Amends Arkansas Code § 27-24-1316(c) to prohibit the Department of Motor Vehicles from issuing or renewing a "Support of Law Enforcement" special license plate to persons required to register as sex offenders under the Sex Offender Registration Act of 1997.

Allows motor vehicle owners to apply for and annually renew the special license plate, except those with qualifying sex offender registration requirements.

Persons who received the special license plate before the bill's effective date are not required to return the plate or obtain a standard license plate until their annual renewal date.
