Abolishes the Board of Directors of the Arkansas Health Insurance Marketplace and transfers all its powers, duties, functions, records, contracts, property, and funds to the State Insurance Department.

Establishes the Arkansas Health Insurance Marketplace as a division within the State Insurance Department operating under the authority of the Insurance Commissioner rather than as an independent entity with a board of directors.

Allows the State Insurance Department to renegotiate all existing contracts with the Arkansas Health Insurance Marketplace and the former board of directors.

Declares an emergency effective March 15, 2019, citing the need to allow for transition and implementation of the transfer before the upcoming fiscal year.

Repeals Arkansas Code § 23-61-808, which previously restricted the use of grant funds for state-based health insurance exchange implementation pending a U.S. Supreme Court decision.
