Amends Arkansas Code § 14-44-109(a) to allow city councils in second-class cities to appoint the city treasurer by ordinance instead of requiring election by voters.

Requires any ordinance providing for city treasurer appointment to be passed before the filing period begins for a treasurer election, but no later than February preceding the early filing period.

Amends Arkansas Code § 14-44-115 to apply the same appointment authority and deadline requirements for city treasurers in second-class cities.

Amends Arkansas Code § 14-45-108 to allow town councils in incorporated towns to appoint the town recorder-treasurer by ordinance under the same filing deadline requirements.

Prohibits appointed town recorder-treasurers from administering the oath of office under Arkansas Code §§ 14-42-106 or 21-2-105.
