Adds a new subchapter requiring public high schools and state-supported institutions of higher education to adopt free speech policies protecting students and faculty rights to express ideas on campus regardless of content or viewpoint.

Prohibits educational institutions from suppressing speech, restricting it to designated "free speech zones," denying student organization funding based on viewpoints, or charging security fees based on speech content or anticipated listener reactions.

Prevents institutions from disinviting speakers or using concerns about civility as justification for disciplining students and faculty for expressing ideas, even if deemed offensive, hateful, radical, conservative, liberal, or otherwise objectionable.

Requires institutions to maintain outdoor campus areas as traditional public forums for free speech and allow students to invite guest speakers without viewpoint-based restrictions.

Makes negligent violations of free speech rights a Class A misdemeanor and allows individuals to sue for injunctive relief, court costs, and attorney's fees if their free speech is violated.
