Amends Arkansas Code § 12-29-307 to establish that Riverside Vocational and Technical School is operated by the Board of Corrections within the Department of Correction and Department of Community Correction, with facilities designated by the Department of Career Education in cooperation with the Board of Corrections.

Modifies Arkansas Code § 12-29-309 to clarify that the Career Education and Workforce Development Board locates facilities and operates vocational or technical education programs, subject to special rules mutually developed and agreed upon by the Career Education and Workforce Development Board and the Board of Corrections.

Updates Arkansas Code § 12-29-310(a) to specify that implementation and operational costs are borne by the state from funds appropriated to the school, Department of Career Education, Department of Correction, and Department of Community Correction, plus any available federal funds.

Allows the Career Education and Workforce Development Board to provide or share in the cost of facilities and repairs, maintenance, and upkeep of buildings in coordination with the Department of Correction and Department of Community Correction as funds become available.
