Establishes maximum staffing levels for the University of Arkansas at Monticello system, authorizing 661 regular employees across the main campus, McGehee campus, Crossett campus, and the Arkansas Heavy Equipment Operator Training Academy.

Appropriates $14,782,772 in state funds and $27,581,000 in cash funds for Monticello's main campus operations, including $11,840,000 for regular salaries and $825,000 for personal services matching.

Appropriates $2,451,978 in state funds and $940,150 in cash funds for the McGehee campus, and $1,827,351 in state funds and $1,003,660 in cash funds for the Crossett campus.

Authorizes up to 790 part-time or temporary "Extra Help" employees for the main Monticello campus, 36 for McGehee, and 36 for Crossett, with compensation not to exceed rates in the Uniform Classification and Compensation Act.

Takes effect July 1, 2019 with emergency clause to ensure continued university operations for the fiscal year ending June 30, 2020.
