Establishes maximum of 5,466 regular employees and 3,208 part-time/temporary employees for University of Arkansas-Fayetteville for fiscal year 2019-2020, with specified salary ranges by position

Appropriates $134,937,611 from University of Arkansas Fund for state operations including $98,801,319 for regular salaries, $22,629,037 for personal services matching, and $11,941,979 for operating expenses

Appropriates $954,968,000 from cash funds for regular salaries ($228 million), extra help ($22.7 million), overtime ($1.55 million), personal services matching ($60.5 million), operations and capital improvements ($246.75 million), and debt service ($7.718 million)

Appropriates additional funds for specific university programs including School of Law ($800,000), Garvan Woodland Gardens ($1.2 million), Electrical Energy Advancement Program ($800,000), and Arkansas Centers for Rural Education in Autism ($2.5 million)

Authorizes special allowances up to $10,000 per fiscal year for athletic directors and head coaches and up to $1,000 for assistant coaches, paid from auxiliary income derived from athletic event receipts or non-state contributions
