Establishes maximum of 292 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 110 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,385,878 from state operations fund for personal services, including $5,110,922 for regular salaries and $1,274,956 for personal services matching.

Appropriates $29,000,000 from cash funds for personal services and operating expenses, including $4,500,000 for regular salaries, $1,000,000 for extra help, $10,000,000 for capital improvements, and $1,200,000 for debt service.

Act becomes effective July 1, 2019 under emergency clause to ensure continuity of college operations.
