Establishes maximum of 341 regular employees for Arkansas State University - Newport for fiscal year 2019-2020, including administrative, academic, and classified positions with specified salary ranges.

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $8,540,898 from state operations fund for personal services, operating expenses, and funded depreciation.

Appropriates $25,585,000 from cash funds for regular salaries, extra help, personal services matching, maintenance and general operations, capital improvements, and debt service.

Effective July 1, 2019, with funds subject to compliance with state procurement, accounting, budget, and fiscal control laws.
