Appropriates $4,758,895 from state operations funds and $7,923,485 from cash funds to the College of The Ouachitas for fiscal year 2019-2020, totaling $12,682,380.

Establishes a maximum of 225 regular employees including administrative, classified, and academic positions with specified salary ranges, plus authorization for up to 60 temporary or part-time "Extra Help" employees.

Allocates state funds for regular salaries ($2,800,000), personal services matching ($825,000), and maintenance and general operations ($1,133,895).

Allocates cash funds for regular salaries ($2,657,988), extra help ($686,000), personal services matching ($1,090,890), maintenance and operations ($1,792,439), capital improvements ($500,000), and debt service ($200,000).

Extends the Henderson State University and College of The Ouachitas cooperative agreement memorandum of understanding from July 1, 2019 through June 30, 2020 to enhance services and collaboration in Clark County without duplicating efforts.
