Establishes 541 maximum regular employees for Arkansas State University - Beebe for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary ranges.

Authorizes 225 temporary or part-time employees ("Extra Help") as needed, with pay rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $14,643,963 from the Arkansas State University - Beebe Fund for personal services and operating expenses, including $12,153,963 for regular salaries and $2,300,000 for personal services matching.

Appropriates $39,779,763 from cash funds for additional operating expenses including $10,000,000 for operations, $15,000,000 for capital improvements, and $3,000,000 for debt service.

Allocates $13,509,774 to the main Beebe campus and $847,053 to the Heber Springs campus from appropriated state operations funds.
