Establishes maximum of 327 regular employees for South Arkansas Community College for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 175 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,439,510 from state operations funds for regular salaries ($4,600,000), extra help ($130,000), personal services matching ($1,572,357), and maintenance and general operations ($1,127,153).

Appropriates $16,659,758 from cash funds for regular salaries ($3,632,364), extra help ($253,236), personal services matching ($1,237,734), capital improvements ($7,000,000), debt service ($533,420), and other operational expenses.

Makes act effective July 1, 2019 with emergency clause, requiring compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws.
