Eliminates the fixed funding amount of $3,250 per full-time equivalent student for secondary vocational area centers, effective with the 2020-2021 school year.

Establishes a tiered funding structure for vocational center aid determined by the Department of Career Education and approved by the Career Education and Workforce Development Board.

Authorizes the tiered funding structure to account for different funding needs and costs of individual programs of study and the workforce needs of Arkansas.

Requires the Department of Career Education to promulgate rules for implementing a tiered system and determining the distribution method of vocational center aid to secondary vocational area centers.

Changes the oversight authority from the State Board of Career Education to the Career Education and Workforce Development Board for financing vocational centers.
