Establishes 31 regular employees for the Department of Education's Division of Public School Academic Facilities and Transportation for fiscal year 2019-2020, including 1 director, 1 assistant director, and various project managers, coordinators, and specialists.

Authorizes up to 5 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $2,617,738 for operations including $1,572,109 for regular salaries, $501,668 for personal services matching, $314,311 for operating expenses, $19,650 for conferences and travel, and $207,500 for safety training.

Appropriates $215,340,489 from the Educational Facilities Partnership Fund Account for academic facilities partnership programs ($211,828,951) and catastrophic facilities assistance ($3,511,538).

Authorizes the Division Director to request appropriation transfers and budget adjustments with approval from the Chief Fiscal Officer and Legislative Council or Joint Budget Committee, limited to no more than two transfer requests per fiscal year, effective July 1, 2019 through June 30, 2020.
