Amends Arkansas Code § 16-60-201(e) to allow defendants in civil actions or special proceedings against the state or state officials to transfer venue by filing a notice of transfer with both the original and receiving court's clerks.

Permits venue transfers to Pulaski County, any county where a plaintiff resides or conducts business, or any Arkansas county if no plaintiff is a resident of Arkansas.

Requires the notice of transfer to include copies of all pleadings and documents filed in the case, and the original court loses jurisdiction upon filing.

Allows parties to object within 5 business days if the transferee county is not a proper venue, with the transferee court required to hold a hearing within 5 days and return the case if venue is improper.

Declares an emergency and makes the act effective immediately upon the Governor's approval, expiration of veto period, or veto override; excludes Arkansas Tax Procedure Act cases but applies to actions challenging public fund expenditures as illegal exactions.
