Renames the "Youth Apprenticeship/Work-Based Learning Program" and amends program fundamentals to guide high school students through a three-year or four-year process connecting secondary and postsecondary education

Repeals Arkansas Code § 6-50-504 regarding demonstration programs that required a five-year commitment and matching of state funding with local participant commitments

Changes apprenticeship training program co-sponsorship from mandatory to optional by amending § 6-52-207 to allow programs to be co-sponsored rather than requiring co-sponsorship

Transfers approval authority for cosmetological schools in public educational institutions from the Career Education and Workforce Development Board to the Arkansas Higher Education Coordinating Board

Requires the Career Education and Workforce Development Board to include a nonvoting member representing four-year state-supported institutions of higher education instead of the Arkansas Association of Public Universities
