Amends Arkansas Code § 9-12-312(b) to establish that rehabilitative alimony's purpose is to help recipients become self-supporting through fixed installments over a specified period.

Requires courts to consider a rehabilitation plan when evaluating rehabilitative alimony requests or modifications, including feasibility assessment and determination of award amount and duration.

Caps alimony awards at 20% of payor's net income when marital property is divided equally, or 10% of net income when payor retires at age 62 or older, unless court makes specific findings otherwise.

Limits initial rehabilitative alimony awards to three years from the divorce date unless court makes specific findings of additional need, with recipients able to petition for extension within six months of expiration.

Allows payor to petition court for review or modification of alimony orders at any time based on significant and material change of circumstances, and declares the act itself constitutes a material change of circumstances for existing spousal support orders.
