Repeals the definition of "electrologist" from Arkansas Code § 17-26-102(4), removing the regulatory classification for individuals who permanently remove hair using electric needles or similar devices.

Adds hair removal practitioners as an exempt category from cosmetology licensing requirements under Arkansas Code § 17-26-103(a)(7), allowing them to operate without state licensure.

Repeals sections 17-26-306 and 17-26-307, eliminating examination prerequisites and licensing requirements for electrologists and electrology instructors including the 350-600 hour training requirements.

Removes references to electrologists from reciprocity provisions, employment restrictions, license renewal procedures, and student work hour requirements throughout the cosmetology licensing statutes.

Allows individuals to perform hair removal services for beautification without obtaining or maintaining a state cosmetology license.
