Amends Arkansas Code § 22-4-113(a)(2) to expand the definition of "disability document" to include license plates or certificates from any state displaying the international symbol of access and/or the word "disabled", America the Beautiful Access Pass or Golden Access Passport, or disability documents from the Social Security Administration or U.S. Department of Veterans Affairs establishing a mobility-based disability

Modifies Arkansas Code § 27-15-308(b) to require special license plates issued by the office contain the international symbol of access and shall not display the word "disabled"

Specifies special license plates for persons with disabilities are issued at no additional charge

Allows persons who received special license plates displaying the word "disabled" before the effective date to keep them until their renewal date, with no requirement to return or replace them earlier
