Repeals Arkansas Code Title 2, Chapter 21 (the Arkansas Nursery Fraud Act of 1919) in its entirety, eliminating all licensing requirements for nursery workers, agents, dealers, and salesmen

Removes the requirement for persons to obtain a license from the State Plant Board before engaging in the business of selling nursery stock, importing nursery stock for sale, or acting as agents or solicitors

Eliminates annual license fees of $10.00 for nurserymen or dealers and $10.00 for each agent, salesman, or solicitor

Based on findings that Arkansas is participating in occupational licensing reform efforts and that research shows occupational licensing reduces job access, inhibits geographic mobility, and raises service costs

Removes enforcement mechanisms including the State Plant Board's authority to deny, refuse renewal, or invalidate licenses; penalties for violations (previously a misdemeanor with fines of $15-$500); and rules governing nursery operations
