Defines "fire department" as any organization staffed 24 hours daily and established for fire prevention or extinguishment, including municipal, county, improvement district, private fee-based, and volunteer fire departments.

Clarifies that the Safe Haven affirmative defense applies only to the act of delivering a child and does not protect parents from prosecution for abuse or neglect committed prior to the child's delivery.

Establishes that fire departments installing newborn safety devices must install dual alarm systems tested weekly and visually checked twice daily to ensure proper operation.

Requires medical providers, law enforcement agencies, and fire departments to maintain confidentiality of relinquishing parents except when releasing information to law enforcement investigating prior abuse or neglect, or to prosecuting attorneys pursuing such charges.
