Amends Arkansas Code § 16-17-209(b) to specify that district judges serve four-year terms pursuant to Arkansas Constitution, Amendment 80, § 16(C)

Clarifies that the enabling legislation for Amendment 80 did not specify the date of the first election for district judges, though the first election occurred at the 2004 general election

Establishes that the next election for a district judge in 2020 shall occur at the same date, times, and places as provided by law for preferential primary elections
