Clarifies that graduate and undergraduate students from accredited educational institutions currently enrolled in Council on Social Work Education-accredited programs may conduct social work activities without a license if they do not represent themselves as licensed social workers.

Changes the term "reciprocity" to "endorsement" throughout Arkansas Code § 17-103 related to social work licensing procedures and board powers.

Amends the endorsement standard from "not lower than" to "substantially equivalent to" when evaluating whether other states', territories', districts', or Canadian provinces' social work licensing standards meet Arkansas requirements.

Clarifies that the Arkansas Social Work Licensing Board must establish criteria and processes for licensure through endorsement.
