Appropriates $183,817 to the Arkansas Psychology Board for the fiscal year ending June 30, 2020, payable from the State Treasury cash fund.

Establishes maximum of 2 regular employees: one APB Administrative Director (Grade GS06) and one Administrative Specialist III (Grade GS04).

Allocates funds as follows: $67,024 for regular salaries, $27,526 for personal services matching, $61,540 for operating expenses, $3,000 for conferences and travel, and $24,727 for professional fees.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and fiscal control regulations enforced by the Department of Finance and Administration.

Declares an emergency effective July 1, 2019 to ensure uninterrupted operation of the agency, and was approved January 28, 2019.
