• Mandates the form and chart include information on available federal and state funding sources, grants, and programs including the Community Facilities Guaranteed Loan Program, Community Development Block Grant, Child and Adult Care Food Program, Child Care and Development Block Grant, Early Head Start partnerships, Arkansas Better Chance Program, and Arkansas Special Nutrition Program.

• Requires the form and chart to explain available federal and state tax credits and benefits, including employer-provided child care credits under Arkansas Code §§ 26-51-507 and 26-51-508.

• Directs the division to place the form and chart in a conspicuous location on the Department of Human Services website.

• Requires the division to review its child care facility licensure and registration rules within 180 days and submit a report to legislative committees detailing which rules exceed federal requirements.
