Department of Finance and Administration shall construct a parking facility on the State Capitol grounds containing a minimum of 200 parking spaces.

Department may construct supporting infrastructure including streets, curbs, gutters, utilities, and landscaping to serve the parking facility.

Department may receive funding and donations from the federal government, General Assembly, state agencies, public or private organizations, and individuals to support the project.

If the parking facility is not constructed, the Secretary of State must reorganize Capitol grounds parking so that elected officials, lobbyists, and agency directors receive the farthest spaces while public employees and visitors receive the nearest spaces on a first-come, first-served basis.

Secretary of State may lease or purchase off-site commuter parking if insufficient spaces exist on Capitol grounds when the General Assembly is in session.
