Permits both on-duty and off-duty certified law enforcement officers to carry handguns on school property, with off-duty officers required to carry valid law enforcement identification.

Allows both on-duty and off-duty law enforcement officers to carry weapons in publicly owned buildings and facilities, and to possess handguns in courtrooms and courthouses.

Prohibits off-duty law enforcement officers from carrying firearms into courtrooms if they are a party to or witness in a civil or criminal matter, unless otherwise provided by law.

Requires off-duty law enforcement officers carrying firearms in publicly owned buildings or facilities to be in physical possession of valid law enforcement identification.

Declares an emergency, making the act effective immediately upon Governor approval to increase public safety by allowing trained off-duty officers to carry handguns in public.
