Amends Arkansas Code Title 12, Chapter 12, Subchapter 19 to add geolocation of internet protocol (IP) addresses alongside existing wireless device location information requirements in emergency situations.

Requires internet service providers to provide geolocation information of IP addresses to law enforcement agencies in the most expeditious manner available during emergencies involving risk of death or serious physical harm.

Allows commercial mobile radio service providers and internet service providers to voluntarily establish protocols for disclosing location or geolocation information beyond legal requirements.

Grants immunity from civil and criminal liability to service providers and their officers, employees, and agents for developing, providing, or failing to timely process location or geolocation information requests under this subchapter.

Requires service providers to submit contact information to the Arkansas Crime Information Center, which must distribute it quarterly to all public safety agencies, and establishes a process for providers to report suspected abuse of these requirements to the Department of Arkansas State Police or Attorney General.
