Adds a new category requiring lifetime sex offender registration for those convicted three or more times of failing to comply with registration and reporting requirements under § 12-12-904.

Changes the eligibility period for other sex offenders to petition for termination of registration from 15 years after release from incarceration or placement on supervision to 15 years after first registering in Arkansas.

Allows sex offenders sentenced in another state but permanently residing in Arkansas to apply for termination after 15 years of Arkansas registration in the circuit court of their county of residence.

Increases the waiting period between denied petitions for termination from one year to three years from the date the previous denial order was filed.

Requires prosecutors to request reassessment of sex offenders who have not been assessed within five years before seeking termination, and denies termination orders without such reassessment.
