Updates definitions in Arkansas Code § 24-7-901 to remove unused terms and correct references to the "Career Education and Workforce Development Board" replacing obsolete references to the "State Board of Workforce Education and Career Opportunities"

Replaces outdated board name references throughout multiple sections (§ 24-7-904, § 24-7-905, § 24-7-906, § 24-7-909) governing alternate retirement plans for technical institute and vocational-technical school staff

Corrects departmental references from "Department of Workforce Education" to "Department of Career Education" in sections covering retirement contributions and eligibility

Repeals subdivision (D) from Arkansas Code § 24-8-408(a)(1) regarding municipal court clerk retirement eligibility, which was held unconstitutional as special legislation in Board of Trustees v. Beard (1981)

Establishes that this act makes only technical, not substantive changes to the Arkansas Code and shall not repeal other acts from the 92nd General Assembly regular session
