Authorizes the State Medical Board to expend $25 from each licensed physician's fees annually to 501(c)(3) Arkansas foundations that provide identification, treatment, and monitoring services for healthcare professionals with alcohol or drug abuse problems.

Requires the State Medical Board to obtain written approval from the Attorney General before employing outside legal counsel and mandates annual re-advertisement for legal services with prior review by the Arkansas Legislative Council or Joint Budget Committee.
