Authorizes the Arkansas Economic Development Council to establish or dissolve committees and subcommittees by majority vote.

Amends the Arkansas Economic Development Commission's purpose to emphasize promotion of state, local, and regional economic development efforts.

Modifies the Commission's duties to require compliance with state and federal law and replaces the state energy plan responsibility with rural community assistance for funding, education, and technical support.

Adds assistance for small business creation and growth as an explicit Commission duty and clarifies reporting requirements for foreign trade zones and incentive packages.

Requires the Commission to report specific incentives offered to projects receiving Economic Development Incentive Quick Action Closing Fund support and make related information available to the Office of Economic and Tax Policy upon request.
