Amends Arkansas Code § 25-19-102 to establish legislative intent that the Freedom of Information Act of 1967 purposes transparency and that records of private organizations supporting public entities should be subject to the Act without requiring litigation

Expands the definition of "public records" under Arkansas Code § 25-19-103(7)(A) to include records maintained by private entities that perform governmental functions or provide direct financial or labor support to governmental agencies or public entities

Specifies that only records related to a private entity's performance of public functions or support of governmental entities are presumed public records, while the identity of donors to private entities are explicitly excluded from public record status

Changes statutory language from "shall be" to "are" regarding the presumption that records maintained in public offices by public employees are public records
