Increases the booking and administration fee assessed upon conviction of a felony or Class A misdemeanor from $20.00 to $40.00, to be included in the judgment of conviction or imposed as a cost if sentence is suspended or probation is granted.

Directs 10% of each booking and administration fee collected to be deposited into the county sheriff's office fund and transferred monthly to the State Treasurer for the Law Enforcement Training Fund.

Allocates the remaining 90% of booking and administration fees to a special revenue fund for maintenance, operation, and capital expenditures of county jails or regional detention facilities and for certificate pay for law enforcement and jailer personnel.

Creates the Law Enforcement Training Fund as a special revenue fund on the books of the State Treasurer, Auditor of State, and Chief Fiscal Officer of the State.

Authorizes the Arkansas Commission on Law Enforcement Standards and Training to use the Law Enforcement Training Fund to establish and conduct training for law enforcement officers, jailers, 911 operators, and other qualifying personnel.
