Appropriates $317,706 from the State Treasury cash fund to the Arkansas Towing and Recovery Board for fiscal year ending June 30, 2020, comprising regular salaries ($171,685), personal services matching ($63,793), and operating expenses ($82,228)

Establishes maximum of 5 regular employees: one Board Director (Grade GS07), three Investigators (Grade GS03), and one Administrative Specialist I (Grade GS02)

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations

Declares emergency clause to make the act effective July 1, 2019, stating the one-year appropriation limitation in the Arkansas Constitution requires immediate effectiveness to ensure agency operations
