Amends Arkansas Code § 14-116-301 to allow property owners in non-potable water districts to be eligible for appointment as directors.

Modifies Arkansas Code § 14-116-302 to specify that circuit courts (not "the courts") determine staggered initial director terms of 2, 4, and 6 years.

Authorizes circuit courts to modify the number of directors beyond the standard three per county when necessary to provide proper representation throughout the water district.

Requires circuit courts adjusting director numbers to also establish staggered terms of office to ensure orderly succession of board members.

Sets December 31 as the expiration date for all director terms, effective on the last year of each director's service period.
