Amends Arkansas Code § 5-54-133 to define "campaign" as efforts to support or oppose a candidate for public office or ballot measure, and defines "electronic campaign material" and "printed campaign material"

Expands the crime of improper use of the state seal to include using the seal on printed or electronic campaign materials in a manner that would deceive a reasonable person into believing the material is an official state document

Maintains existing prohibitions on using the state seal in private communications with intent to injure, defraud, harass, intimidate, or coerce another person while assuming a false identity or impersonating a government representative

Classifies improper use of or altering the state seal as a Class A misdemeanor

Allows prosecutions under this section to be brought in addition to civil actions under Arkansas Code § 4-88-101 et seq.
