Removes language allowing "approved political action committees" to contribute to "other political action committees" and prohibits direct contributions between approved political action committees, with an exception for purchasing tickets at face value to ticketed events.

Prohibits "prohibited political action committees" from making contributions to candidates, ballot question committees, legislative question committees, political parties, county political party committees, approved political action committees, or other prohibited political action committees.

Prohibits candidates and political committees (ballot question, legislative question, political party, and county political party committees) from accepting contributions from prohibited political action committees.

Requires out-of-state and federal political action committees to register and comply with Arkansas reporting provisions if they contribute more than $500 in a calendar year to Arkansas candidates, committees, political parties, or other political action committees.

Updates quarterly reporting requirements for political action committees to the Secretary of State to reflect the new contribution restrictions and remove references to contributions to other political action committees.
