Amends Arkansas Code § 3-8-305 regarding local option elections on alcohol sales in counties, districts, and cities.

Allows subsequent elections in towns, cities, districts, or precincts of a county to authorize alcohol sales if the town/city/district is within a county with more than one county district, is directly adjacent to another intracounty district where alcohol sales are already lawful, and meets all three specified conditions.

Preserves the rule that a county-wide vote against alcohol sales prevents licensing in any portion of the county, except in areas that have authorized sales under the new subdivision (a)(2)(B) provision.

Clarifies that when a majority votes in favor of alcohol sales at the county level, the status of previously dry territorial divisions remains unchanged unless they meet the conditions to hold a subsequent election.

Applies the same exception rules to district and city elections, allowing areas to maintain dry status except where alcohol sales have been authorized under the new provisions.
