Makes criminal history information available to the Governor for pardons, executive clemencies, extraditions, and other legally authorized duties.

Approves and ratifies the National Crime Prevention and Privacy Compact (42 U.S.C. § 14616) as it existed on January 1, 2001, with the compact remaining in effect until legislation is enacted to renounce it.

Designates the Director of the Arkansas Crime Information Center to execute, administer, and implement the compact on behalf of the state and adopt necessary rules and procedures for national exchange of criminal history records.

Allows noncriminal justice agencies to request criminal history information after review and express approval by the director, with requests requiring specification of information needed, list of persons with access, detailed use and protection description, and a named temporary custodian.

Limits criminal history information requests by noncriminal justice agencies to offenses that occurred in Arkansas.
