Increases the driving record information fee from $7.00 to $8.50 for authorized recipients under Arkansas Code § 27-23-117(3).

Adds driving record information fees (collected under § 27-23-117) as a special revenue source to be deposited into the Department of Arkansas State Police Fund.

Distributes the $8.50 fee as follows: $1.00 to the Revenue Division of the Department of Finance and Administration's Commercial Driver License Fund, $6.00 to the State Highway and Transportation Department Fund, and $1.50 to the Department of Arkansas State Police Fund.

Amends Arkansas Code § 19-6-301 and § 19-6-404(1) to include the new driving record information fee revenue in the list of special revenues deposited to the State Police Fund.
