Appropriates $225,719 in total funds from cash sources for the fiscal year ending June 30, 2020, comprised of: $95,583 for regular salaries, $31,813 for personal services matching, $89,833 for operating expenses, and $8,490 for professional fees

Requires disbursement of appropriated funds to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and Department of Finance and Administration regulations

Declares an emergency clause making the act effective July 1, 2019, finding that immediate effectiveness is essential to the agency's operations and consistent with the Arkansas Constitution's one-year appropriation limitation
