Extends informed consent waiting period for abortion from 48 hours to 72 hours before the procedure under the Woman's Right-to-Know Act.

Adds requirement for pregnant women to sign a detailed form at least 72 hours before abortion listing risks, hazards, procedures, and patient rights including infection, hemorrhage, uterine perforation, sterility, and death.

Expands born-alive infant protection laws to require physicians to report abortions resulting in live birth to the Department of Health and mandates emergency transfer to hospitals; violation is a Class A misdemeanor.

Requires information on reversing effects of abortion-inducing drugs and fetal pain information for abortions at 20+ weeks gestation to be provided to patients.

Establishes 24-hour telephone consultation requirement for abortion facilities and mandates emergency transfer procedures, with facilities required to be within 30 miles of a hospital providing gynecological or surgical services.
