Reduces the required ownership consent threshold for timber sales from 80% to 60% when purchasing timber from unknown or unlocatable co-owners or coheirs of land.

Maintains existing requirements that a buyer must conduct diligent search and inquiry for unknown or unlocatable co-owners or coheirs, including publishing notice in a newspaper of general circulation in the county where the property is located.

Requires the buyer to file a record of diligent search and inquiry with the circuit clerk along with a certificate of affirmation under penalties of perjury stating the facts are true and within the buyer's personal knowledge.

Authorizes the circuit clerk to charge standard fees for filing and maintaining these timber sale records.

Requires circuit clerks to maintain timber sale records for a five-year period.
