Removes the "Determination of heirs property" requirement from Arkansas Code § 18-60-401, eliminating the special procedures previously required for heirs property partitions.

Repeals the entire Uniform Partition of Heirs Property Act (§ 18-60-1001 et seq.), including provisions for cotenant buyouts, appraisals, partition in kind determinations, and open-market sale procedures.

Creates a 3-year restriction on partition rights for "strangers to the title" (non-related purchasers of undivided interests) in parcels of at least 10 acres purchased after July 1, 2019, but allows cotenants owning 50% or more to partition at any time.

Returns partition proceedings to standard § 18-60-401 procedures for all property types, eliminating the separate statutory framework that previously governed family-held heirs property.
