Amends Arkansas Code § 19-5-984(b)(2) to expand the authorized uses of the Department of Workforce Services Special Fund beyond refunds of interest and penalties to include other purposes as determined by the Director.

Expands the fund's scope to cover administration of the Department of Workforce Services Law, the Arkansas Workforce Innovation and Opportunity Act, the Temporary Assistance for Needy Families Program, and the Arkansas Works Act of 2016.

Adds authority for the fund to support "any other programs transferred under the direction and supervision of the Department of Workforce Services, by either executive order or legislative enactment, or their successor programs."

Updates statutory cross-references from §§ 11-10-532 and 11-10-716 to §§ 11-10-532 and 11-10-716 — 11-10-723 to define the scope of Director authority.
