Appropriates $50,678 to the Arkansas Board of Hearing Instrument Dispensers for the fiscal year ending June 30, 2020, to be paid from cash funds.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Allocates funds as follows: $30,200 for Extra Help, $2,328 for Personal Services Matching, $17,800 for Operating Expenses, $350 for Professional Fees, and $0 each for Conference & Travel, Capital Outlay, and Data Processing.

Requires all disbursements to comply with state procurement laws, accounting procedures, revenue stabilization laws, and other fiscal control laws of Arkansas.

Declares an emergency clause making the act effective July 1, 2019, to ensure uninterrupted operation of the agency and provision of essential governmental programs.
