Reappropriates capital improvement balances from Act 36 of 2018 to the Secretary of State for State Capitol building and grounds projects, effective July 1, 2019.

Allocates funds for 11 specific projects including HVAC upgrade ($6,500,000), roof and window repair ($2,500,000), voting machine equipment replacement statewide ($15,000,000), stone restoration ($3,500,000), and various other facility improvements.

Total appropriation of approximately $30,515,338 from the Development and Enhancement Fund for capital improvement projects at the State Capitol.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency clause to make the act effective July 1, 2019, stating the reappropriation is essential to agency operations and required by Arkansas constitutional restrictions on annual appropriations.
