Reappropriates $9,842 to the Bureau of Legislative Research of the Legislative Council from the Development and Enhancement Fund, representing the balance from Act 44 of 2018 for the Vision 2025 Legislative Commission on the future of Higher Education.

Effective date is July 1, 2019, with funds designated for personal services and operating expenses.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions and agencies to supplement with grants, donations (including Federal funds), and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency clause finding the July 1, 2019 effective date essential to agency operations and exempts the act from the one-year appropriation limitation in the Arkansas Constitution.
