Reappropriates $1,969,608 from the Development and Enhancement Fund to the Arkansas Public Defender Commission for expenses related to resentencing of juveniles sentenced to mandatory life without parole, effective July 1, 2019.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Specifies that funds must be used in compliance with stated reasons for the appropriation as documented in budget manuals, letters, and legislative minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2019, citing the constitutional one-year appropriation limit and the necessity for immediate agency operation.
